Does Joey know that libraries already have their books organized, by a nationally (international?) system that (shockingly) doesn't ask him where books should go.
If he wanted to move books, he could just move them. The librarians will put it back where it belongs.
Of course, if he moved them and the librarians didn't know it, then no one who wanted to read those books would be able to find them anyway. So maybe that's a win-win.
Bonus... can you imagine him in trustee meetings? He'd get about one sentence out before the rest of the trustees called the cops on him and then vote to remove him.
