It's complicated, but it's to do with cricket and the Ashes. The Aussies earned the right* to export the real muppets by winning the match that lead to the Ashes series. Every time they lose they have to take one back, every time they win they get to foist another scumbag on the rest of the world.
Since the USA have never beaten the UK at a proper sport (rugby or cricket) they have yet to earn this right. In fact as part of the "Special Relationship" certain sports are prohibited to Americans. However, since some Foreigners invaded the USA and diluted the good, honest British blood of our exported religious nutters, the extent of American lunacy is such that not only do they want to keep may of the nutters, they elect them to high office.
France have a similar deal in the details of the "Entente Cordiale".
