In case it is not clear, the kg standard will be based on an exact number for Avogadro's constant within 3 years.

Just like an inch is defined as EXACTLY 2.54 cm now.

Do 2 moles of H2O have more or less entropy than 2 moles of H2 and 1 mole of O2 molecules at the same temperature and pressure? (As for Avogadro, it seems we've got his number.)

Of course disassociating and re-associating of those molecules is going to move energy around, and so entropy might move between those molecules and whatever other pieces there are within the closed system. (If the system is really closed and nothing else is in there but those molecules, they aren't gonna disassociate or recombine, at least not much. That's my guess, anyway.)
