I doubt Tony Snow knows the least bit what distinguishes ID from creationism. As a republican operative, his remarks are trying to finesse the yokels, while basically standing up in a limited way for scientists. That second paragraph

strikes me as a pretty typical way intelligent conservatives try to support science while skirting the minefield of their crazy dimbulb compatriots. I'm not saying he's behaving in the best way possible, but I think it reveals that he's not an idiot, he knows evolution is true, but he's trying not to rile his political allies.
Having lived in Florida, Georgia, Texas, Indiana, and North Carolina, I've made similar remarks. You try to sneak the truth in, in a guarded way that won't piss off your neighbors.
