No, he's not even making that claim. He's claiming that floats were used over a decade ago.
It looks like it's something to do with weighting elections, e.g. people from Danbury, CT, only get 0.25 of a vote each. As far as I can tell, the claim is that this was used in the 2020 elections because the votes changes over time. |
