Viz., when you say that the programs “live or die based on how well they use those resources,” just what, exactly, determines “how well” they’re doing. Why kind of a comparison is involved? And who decided that this comparison is a good one to make?
Presumably the same kind of agent that decides if a programme running under windows or linux is useful?
