He doesn't even need to be a theist - he's a 'natural law' moralist. Not sure why he adds God to the mix, since he thinks even capital-H He is bound by the Law.
Talk of self-deceit is rich. He believes in free will, except that in matters moral, you only have free will in a 'do ya feel lucky, punk?' kind of way. If it makes him happy and restrains his urges then fair play. Not everyone needs that - they recognise more immediate consequences, like feeling shit about doing 'wrong'.
