The paper states:

But a more appropriate model is the following. After guessing each of the letters, we are told which (if any) of the guessed letters are correct, and then those letters are retained. The second round of guessing is applied only for the incorrect letters that remain after this first round, and so forth.

Doesn't look like Weasel to me!
Furthermore the paper doesn't mention Weasel nor Dawkins.

The paper references only Donald Knuth and a group estimating numbers of mutations in organisms.

"weasel" helps explain why a population's genetic behavior can propagate "correct" bases without a latching mechanism. The paper in question simply takes the aggregate behavior as a given and calculates some further things based upon it. Pedagogically, academically, and biologically, the paper in question is sloppy. Mathematically, I haven't spent much time on it, but I haven't noticed any obvious problem. Did you find a problem in the math, Nils?
