Sure, it might be better than one that contracts when it freezes on this haphazard planet with its many regions that are inhospitable toward life, because the oceans might very well end up filled with ice.  Then again, why should that matter if humans were the goal--as far as I can see, expansion is fortunate for humans in the evolutionary scenario because life evolved in water and would need many niches to become varied (and usefully complex), while in a design scenario anything would be possible regardless of how water behaved when it froze.

On anything like an ideal planet, we'd be without areas in which to freeze to death, thus rendering water's destructive force moot, but also causing ice's property of floating on liquid water to be equally unimportant.
